Before I run a full sync job with data.com, do I need to update the records in any way?

Question

Before I run a full sync job with , do I need to update the records in any way? for them to trigger a review? Or does the full sync look at all records regardless (specifically records that are already 'In-sync'.) I seem to have some interesting state values for records that are 'In-Sync'. A specific example: Many records have a 1 or a 0 for state. When I manually clean the record, it removes the in-valid data. However when I ran a full sync, it did not remove the bad data?
