'Reply,' 'Reply All,' and 'Forward' buttons are not visible on emails in Lightning Experience

My Forward, Reply etc is not showing up. I did read this knowledge article (Knowledge Article Number000316258) and enhanced email is enabled so not sure what step i am missing that it is not showing up. I only have delete as an option

Sorry, to me only the title was displayed on your post when I read it. 

We were able to fix this by adding the Send Email action to our Global Publisher Layout.
