Grant list view access without Manage Public List Views permission?

I see a system setting named 'Manage Public List Views.'  Is there a workaround to give people the ability to create and share list views without this permission?

The System Permission "Create and Customize List Views" allows users to create their own lists views.  But they can't share the list views with others.  Only way to do that is to additionally have "Manage Public List Views" permisson.

This is a really brutal shortcoming, and causes a lot of headaches.  I'd recommend the 'safe not sorry' approach and have someone with the permission share the list view on their behalf.  Anyone with Manage Public List Views can also delete or unshare all the list views, and no good way of reclaiming.  That's far more inconvenient then having to intervene to share :)

Yeah, I didn't want to give the delete rights, which is why I was digging around on this.
