How can my users see the data category fields in my Knowledge custom report type?

I have created the custom report type as outlined in this article - https://releasenotes.docs.salesforce.com/en-us/summer19/release-notes/rn_knowledge_reports.htm?edition=&impact=.  I was able to successfully create a report that included the 3 objects and the data category fields from the Knowledge__DataCategorySelection object that is in the report.  As a system admin I am able to run the report and the data category fields populate within the report.  Other users can execute the report but the data category columns of Data Category Group: Developer Name and Data Category: Developer Name are missing when they run the report.  Data Category visibility is set to ALL.

What am I missing?  I have tried changing the role of the user with no success.  I cannot find where I can get to field level visibility for the Data Categories in object manager.  

I have to believe that this is possible and I am just overlooking something.  Any assistance would be much appreciated.

I'm experiencing the exact same issue. I built a number of knowledge data category reports but no one can see the data category fields though data categories are visible to all. I've tried the first sugggestion and the cross filter "data categories" does not appear as an option.

I'd like to understand why users would not be able to see data category fields in a report that is all about data cateogries. Its an oxymoron.

I found that adding the permission 'View Data Categories in Setup' to the profile of the user gives them visibility to the data category group fields.

Hi Lauren,

If I provide the permission "View Data Categories in Setup'" to the user, Will he have access to more records / data then before. Will it affect the customer portal users as well?
Can you please help, i dont want any data security issues. Please Help.

Hi,
Go to the relevant profile or permission set -> System Settings -> Select Manage Data Categories and View Data Categories -> the fields should be visible in the report.

Hi Priyanka,

Did you mean "View Data Categories in Setup" as i cannot find "View Data Categories".

And also we dont want to give "View Setup and Configuration" permission which is required to activate "View Data Categories in Setup" permission.

It is absolutely a design flaw that users can see data categories by permissioning data category visibility, but in order to include data categories in reports, you need to grant users View data categories in setup which requires View Setup and Configuration.
