Engagement studio email added after pause/restart of campaign didn't send on scheduled date

I set up a very basic engagement studio campaign to start sending some emails to existing prospects, as well as to start sending to new prospects as I add them to the lists in the future. I started the campaign before the content was entirely prepared and set an "Apply Tag" action 365 days away to give myself some time. I created a "Send Email" action that was sent immediately to prospects on the list and will send immediately when prospects are added to the list in the future. When I was ready to send the second email, I paused the campaign and added a new "Send Email" action to send on a specific date, with the intent to go back after the send day and change the timing to "Wait X days" for prospects entering the campaign in the future (I've seen confirmation that you are able to change this after the send for future prospects so seemed to be a good workaround?). I restarted the campaign with the new email scheduled. The problem is, the second "Send Email" action did not send the email to any contacts on the scheduled day. Is there a better way to set this up without all of the content prepared? Why didn't the email send to prospects on the scheduled date?
