Best Practices: ? Restrict users from pasting email content into chatter/activities?

Within my org, we have certain users who are too lazy to type up a simple note regarding their interaction with a client. Instead, they opt to copy and paste the ENTIRE email chain into the description(s).  Then, if/when there is a reply in the users inbox, they copy/paste the reply into a comment. When they do this, our org email signatures include a confidentiality noteice that is about a paragraph long. To me, this is super frustrating as it just clutters the activity, and makes users have to continuously scroll and read. Notes/Activities should be quick, and to the point. I want to avoid this issue, without directly pointing the users out directly.

Is there a way to restrict a user from copy/pasting an entire email into Salesforce? Validation rule, character limit, best practice implementations? Any input is appreciated!

We can restrict in vf pages to do paste contents, but not in salesforce standard feature.
