I am having the EXACT same problem and used EBQ to implement our Pardot (we were on Act-On before). I am using glockapps.com to test our deliverability and the tool is showing that we are at an insanely low 50% ratio and seems to be dropping every week. The worst part is, gmail, outlook, and exchange boxes are all flagging our emails as spam (yahoo, aol, and other outdated email providers are letting us through). PLEASE let me know if you have found the culprit to your problem. Our domain has an immaculate reputation and gmail has us rated as a 10/10 so there is no reason that we should be flagged as spam. I even created a test email in Pardot where I eliminated any verbiage that could be taken as "salesy" and made sure to include unsubscribe, our address, and made sure the "reply to" address matched the "sender" address.
