This has to appear on Quote Document as 2 separate section -

I think VF template will the best way to achieve this. Thoughts please?

No need, just set up the product as MDQ: There's even a special line items template content type to display this type of product. https://help.salesforce.com/articleView?id=cpq_mdq_products.htm&type=5
