Can I grant create rights for an object to one user of a given profile as a permission set?

Can I grant one of my users from a profile Create rights to the Campaign object even if the rest of the profile has read only access and edit but not create? How would I assign a permission set to do this?

Hii Andrea,

You can do it to Create a Permission set And In manage Assignment Add User That You want After You Can give "Create rights to the Campaign object" Throgh Object Setting.
Like 

Create A New Permission set -> Manage Assignment ->add Assignment -> add user -> Retrun that permission set that you create ->object Setting -> campign -> give Permission that you want

Yes, you can. Create a permission set and give permissions accordingly. 
Then you can click on the Manage Assignment button. And choose the appropriate user.

Hi Andrea,

Please take into consideration that the user will need to also have the Marketing User check box ticked on ther user settings to be able to create and manage campaigns
