That's because of the new Spring 20 feature !
To show closed statuses in the Case Status Field picklist, go to Support Settings and select Show Closed Statuses in Case

Can I ask if you are in Lightning or Classic?

The "Close Case" button and the Close Case page layout are not available in lightning yet.

Our org is still using Classic but Lightning has been auto activated by SF for us on 1/7/20.

The Choose Whether to Show or Hide Closed Statuses in the Case Status Field feature still affected our org. So I'm wondering if all LEX mentions in the SF release notes apply to our org even though all of our users use the Classic interface.

Can anyone please confirm this?
