Access to BU forecast report for users on different (subsidiary) level (s)

I need to find a solution to provide report based forecast insight to multiple people on different levels. So the business requirement is simple. Insight in the (overall) business unit's results (revenue/target) for all sales team reps. OWD for opportunities btw is set to public read/write for the complete org including several BU's.

The SFDC forecast tool does not allow 'See forecast as ...' using the lightning interface so I set up a report based on quota's (forecast quota's) and forecast items so that the report shows (expected) revenue compared to targets. So far it's great, however .. when people below the 'forecast manager' (role) run the report they do not see the results fom the level of the forecast manager aka .. business unit. 

Now I have explored several options on the report and even looked at a dashboard option but ... using a dashboard to present the data would require a 'joined' filter making to filter both forecast item owner BU and forecast quota BU.

Should I consider to switch to another forecast type and would that allow me to run a report as described?
