When I submit another test using the same email address, the campaign member fields does not take on the value of the new lead values of the second test.
Right now, my only rule criteria is Campaign Member: created by contains my name
What other rule criteria should I put to trigger that something has been edited?
Created by and last modified by name doesn't change. The only thing that changes is the data and time stamp but I can't use that as one of my criteria.

You cannot use workflows to do that. Workflows don't let you update child records from a parent. Use the process builder instead.
