There is sadly no elegant solution.
You could print the webpage as a whole, or take a screenshot and print the resulting Image.

Yes, agree with David.  Also if you have tools like 'Snagit', you could use them to print your report chart...

I find it quite sad that Salesforce lacks the ability to print a report with a chart. How can the developers miss such an important element?

OMG this is ridiculous. Basically duplicating work if I have to recreate the charts in excel. I do like the screen shot idea though...clever clever...I shall do that!

For anybody who is interested, there is a workaround. You can save the chart as an image by right clicking and choosing "save as". Then export the report to Excel via "Printable View". Once you have the data in Excel, you can insert the chart image. Obviously the chart will not update if you manipulate the data in excel, but at least it includes the image.

The 'right-click/save as' method gives me nothing but a blank PNG.

Salesforce must make report printing a top priority in the Lightning development.  This is like putting data in a sealed container!  At the very least, allow us to export.  I really can't believe this was not planned but there isn't even a good solution in AppExchange.

I absolutely agree.  I cannot believe a simple print report option is not available.  It is somewhat unbelieveable that this is actually a problem.
