Create round-robin assignment for Leads in a sales queue with more than one rep

Right now our leads are assigned to regional sales queues (North east, West, South Central and International). Leads are assigned by state info provided. However, I would like to create an additional assignment rule for the regions that have more than one rep to round-robin them so they each get every other lead coming in. I looked into this and only found the following which allows you to assign an equal number of incoming leads to each queue. However, I need it to be equally withing the queue to each rep in that sales region. Any suggestions?

If you read through the discussion on the blogpost you will see that there is a modified version of the code on gihyb that will handle Leads. If you are confortable with Apex it should be easy to install the modified app.
