Can you pull salesforce reports through the API?

Does anyone know if there is a way to pull salesforce reports and/or dashboards through the API. From what we can see we can get a list of all of the reports, and for a given report we can get a list of the fields that are used but we cannot seem to get the SOQL query report. It seems we would have to build the query/parameters all over again. If anyone can point me to how we get the query for the reports it would be much appreciated!

Yes, reports can be retrieved only through Metadata API.

Charan, is it possible to just figure out what the SOQL select statement is from an existing report? Please advise. Thanks
