Notes & attachments not visible on custom object

We are using Salesforce Professional, and I have created a new custom object and enabled it using a permission set. I was asked to include the ability for users to include notes or attachments related to the object, so I chose to add Related Lists - Notes & Attachments. However, when I view the form as a user, this field isn't visible. Does this have anything to do with permissions? This is the first question I have asked the community, and I'm hopeful someone will have the answer for me. Thank you!

The act of creating a new record is separate form attaching notes or files.
First you create the record and click save. Then you'll see the Notes & Attachments related list.

i think,you should assign that page layout to the profile which is related to user.
