Who can disable clickjack protection?

In the Spring '14 update, clickjack protection became an auto-enabled feature.

However, in our production and dev orgs, we cannot disable this setting without filing a case with Salesforce. The above release note doesn't mention anything about that. Is there documentation anywhere about which Salesforce versions or user permissions can or cannot override this new automatic setting?

I ask because this impacts the Salesforce integration we're developing, and we need to understand which of our clients might need to take the extra step of contacting Salesforce to disable this setting.
