@Randa, This is unfortunely not possible. You can promote and upvote this idea change record owner in Salesforce1

Could you add a screenshot of where you are trying to do this and resulting error?  While this is not possible in the new mobile app (Salesforce1) I see no reason for this to be an issue with the classic mobile app.

Hi Brian, Here is the error message I am getting. We are having this issue with Sf classic and 1. I am getting into leads and then using the top arrow to scroll to change owner and then I am selecting a new owner, and then I get this message. Any recommendations? Thanks for your help! Randa

when you say you can do on desktop do you mean you can update SAME lead or just leads in general?

Yes,I can change the owner on this same lead on my desktop.  I am the administrator on the account, account is owned by a sales rep who is also experience this same problem. Thanks!

@Randa, I already replied this question this is limited functionality of Salesforce1. For the same there are idea posted on idea exchange  change record owner in Salesforce1

this isnt Salesforce1 though (which wouldn't raise an error anyway since option simply isn't there) ... Classic is an entirely different app.
